Position: Principal Quality Engineer / Procurement Quality Assurance / Counterfeit Part Risk Mitigation Point of Contact (01/13 to Present)

Assigned by the L3 Division President to be responsible for ensuring the division’s multi-site and suppliers compliance with L3 Corporate Counterfeit Part Risk Mitigation Policy, SAE AS5553, AS6174, AS9100, DFARs 252.246-7007 and 7008. Ensuring the division develops internal procedures, training and conduct independent quality audits that assess compliance with corporate policy as part of the division’s quality system. Provide support of nonconforming material actions and related activities that ensure the identification, quarantine, disposition, and reporting of counterfeit parts. Review GIDEP alerts for materials and suppliers that affect L3Harris Sector. Initiate and manage investigations of discrepant or suspect counterfeit parts from notification thru Corp QA, Contracts, Legal, Suppliers and Customers notifications to closure. Review and concur with division purchases from independent distributors. Ensure that personnel engaged in counterfeit part processes are trained. Ensure suspect counterfeit parts are reported to ERAI and GIDEP. Serve as a member of the L3 Corporate Counterfeit Parts Interdivisional Team. Report suspect counterfeit parts to the L3 VP, Corporate Quality Management and provide ongoing updates through customer notification and closure. Update processes and procedures to incorporate changes in government, customer and corporate requirements. Assigned by the L3 VP, Corporate Quality Management to coordinate all processes and approve all Corporate Policy waivers for the Airspace Systems divisions (Mission Integration, Platform Integration, Aeromet, ComCept, Crestview, Flight International, Vertex, Army Fleet Support, TCS and MAS – Canada). Received L3 Corporate Key Contributor Award for successfully implementing CP process and assuring authenticity of parts/material with volume averaging $60M per month.

Took over management of the divisions receiving department from Oct 2019 thru Jan 2020 until a replacement was hired.

L-3 Communications Mission Integration Division - Greenville, Texas

Position: Quality Program Manager – Maritime Patrol Aircraft (MPA) Programs (09/12 to 01/13)

Responsible for managing all quality related activities for assigned programs including; budget in hours/dollars and schedule. Provide technical assistance to Program Management, Contract Administration, Subcontract Administration and Procurement.

Maintain supplier quality records, performance data, warranty tracking and material review. Facilitate investigations with suppliers and produce Product Quality Deficiency Reports to customers. Provide Contract Data Requirement List (CDRL) submittals to Customers.

L-3 Communications Mission Integration Division - Greenville, Texas

Position: Material Program Manager - Constant Hawk Afghanistan Programs (11/10 to 09/12)

Responsible for cost and schedule of all material required for sustainment and upgrade of the Constant Hawk Afghanistan Programs. Proactively ensure the OCONUS sites have all material required to perform the ISR function within the NATO base including A/C Primary Mission Equipment (PME), Ground Progressing Equipment and Maintenance Repair and Operations (MRO).

Coordinate all material requirements with the Customer, Prime Contractor (EOIR) & Company Program Offices, Import/Export Compliance, Shipping, Receiving, Master Scheduling, Manufacturing, Engineering, Procurement, Subcontracts and Planning to support end item deliverables. Identify risks and use IPTs, stakeholder relationships, problem solving and communication skills to minimize or mitigate the impact.

Assure administration of Repair and Return efforts for OCONUS component failures. Assist in follow on Programs including AWAPSS, TACOP and CH5 as required to help assure their successful deployment and transition into sustainment.

GFE/CFE material coordination for source, movement and expedited procurement.

Identification of critical path/long-lead items and initiation of early/advanced procurement. Coordinate with Procurement and Suppliers to reduce and verify lead-time. Monitor Sub-assembles in Production via SAP including Details, Racks, Consoles, Harnesses and Over & Above for progression to required schedule and cost. MRP monitoring via SAP to identify, document and positively affect material expediting requirements. Identify, prevent and manage excess material.

Initiate and support contract closeout efforts including excess material offload/disposition, Work Order, Quality Notification and Discrepancy Report closeouts.

L-3 Communications Mission Integration Division - Greenville, Texas

Position: Program Manager - Combat Sent Programs (9/02 to 11/10)

Responsible for cost and schedule for all material required to deliver the Combat Sent Aircraft. Proactively ensure that the end item deliverable completions meet contract cost and schedule requirements among ~24 different contracts totaling ~$23 Million in material content.

Coordinate all material requirements with the Customer & Company Program Offices, Master Scheduling, Manufacturing, Engineering, Procurement, Subcontracts and Planning to develop an overall schedule supporting end item deliverables. Identify risks and use IPTs, stakeholder relationships, problem solving and communication skills to minimize or mitigate the impact.

Initiate and Manage Contracts for items and systems required to complete the end item deliverable. Create, modify & maintain the Statement of Work for Deliverables and GFE Requirements. GFE/CFE material coordination for source, movement and expedited procurement.

Position: Program Quality Manager/Senior Quality Engineer (3/90 to 1/98)

Oversee the activities of over 15 employees working on Quality issues related to high profile commercial and military aerospace airframe, interior and communications programs including P-3 SRP, Airforce One/VC25A, C137, C18, C20/August Moon, C22 and E4B.

Provide technical assistance to Program Management, Contract Administration, Subcontract Administration and Procurement.

Maintain supplier quality records, performance data, warranty tracking and material review. Facilitate investigations with suppliers and produce Product Quality Deficiency Reports to customers.

Qualify international and domestic fabrication, special process, distributor and calibration service suppliers.

Chrysler Technologies and predecessor Electrospace Systems Inc. - Richardson, Texas

Position: Procurement Quality (8/84 to 3/90)

Under Electrospace Systems Inc. (ESI); After one year in the machine shop, transferred into Quality to perform inspections in; Receiving, FAB Shops and Suppliers (Often in the same day) for nine months before settling into Procurement Quality full time. The products are in support of government or commercial aircraft, and communications.

Procurement Quality activity includes; Liaison with Engineering and Procurement representatives relating to QA requirements. Aid in the implementation and alteration of standard repair procedures, quality assurance instructions and procedures. Perform Source Inspection, Supplier qualification and yearly re-certification surveys and audits.

With the creation of Chrysler Technologies Airborne Systems (CTAS), my position in Procurement Quality remained essentially the same except that most contracts are controlled by the FAA instead of DCMC. Under CTAS; Present CTAS products to the FAA at supplier’s location where fabrication or test is accomplished. Delegated by the FAA Mechanical Inspection District Office (MIDO) to witness various processes in lieu of an FAA representative. In this function I supervised the manufacturing and test of machined and composite parts to assure compliance with engineering, contract and FAA requirements. Perform conformity inspections and present parts with a Statement of Conformity (FAA form 8130-9) to obtain an Authorized Release Certificate Approval Tag (FAA form 8130-3) from the FAA MIDO representative. This position required close contact with Program Management, Procurement, Quality and Production Engineers, Receiving Inspection and the FAA.

Rockwell International, Collins Transmission Systems Division Richardson, Texas

Position: Electro-Mechanical Technician (7/79 to 3/84)

Located in the Prototype Product Verification Department. This department accomplishes first run products and creates simple procedures from engineering drawings for mass production of new satellite communication equipment. Revise drawings and procedures for production. Assembly of 1st run prototypes and test fixtures. Assembly and pressure testing of wave guides. Use of test equipment, hand tools, drill and arbor press, wave solder machine, and environmental chamber. Perform pre-inspection of electro/mechanical systems. Perform the Assembly Supervisor’s tasks in his absence.
